Ransomware wie WannaCry und Petya/NotPetya versetzten weltweit Unternehmen in Sorge und verursachen erheblichen Schaden. Dabei sind sie nur der sichtbare Teil einer unzureichenden Sicherheitskultur, die dringend ein Update benötigt.
Ransomware, auch Kryptotrojaner genannt, sind kein neues Phänomen, sondern die zunehmend sichtbare Begleiterscheinung kollektiver IT-Unsicherheit. Die Ransomware WannaCry infizierte Mitte Mai weltweit mindestens 220.000 Windows Rechner. Dabei verschaffte sich der Trojaner Zugang zu den Dateien der Computer und verschlüsseln diese um eine Lösegeldzahlung zu erpressen. Dies war möglich über die als EternalBlue bekannte Lücke, die seit dem Betriebssystem Windwos XP auftrat und erst in diesem Jahr im Februar durch Microsoft geschlossen wurde. EternalBlue war für eine unbekannte Zeit in den Händen der NSA bis sie Anfang dieses Jahres durch eine Hackergruppe namens Shadow Brokers von der NSA „gestohlen“ und veröffentlicht wurde. Und obwohl Microsoft eiligst einen Patch veröffentlichte, offenbarten die bisher folgenreichsten bekannte Kryptowurm das Dilemma, in dem sich die Cyber-Sicherheitskultur aktuell befindet: Es ist eine Kultur des Schweigens, die dazu führt, dass das Sammeln und der Missbrauch von Sicherheitslücken gefördert statt verhindert wird....
Digitale Technologien und ihre vielfältige Nutzung verändern normative Ordnungen auf politischer, rechtlicher und gesellschaftlicher Ebene. Das Internet bietet neue gesellschaftliche Räume, die soziale Interaktion strukturieren. Diese sind jedoch nur halb-öffentliche Räume, in denen die Dienstleistungsanbieter mit Verweis auf ihre AGBs die Möglichkeit haben, etwa politische Äußerungen zu zensieren oder gar zu löschen. Darüber hinaus kooperieren manche private Unternehmen auch mit Staaten in der Strafverfolgung, und treffen Entscheidungen darüber welche Daten sie weitergeben. Welche Normen stoßen im Rahmen der Digitalisierung aufeinander und inwieweit sollten und könnten diese per Gesetz reguliert werden? Können die Grundrechte der Nutzer/innen noch umfassend gewährleistet werden? Mit diesen hochaktuellen Fragen befasste sich am 06. und 07. Juli die interdisziplinäre Konferenz “Normative Orders of the Digital“ am Exzellenzcluster Normative Ordnungen der Goethe-Universität Frankfurt.
Auf welche Weise offenbart sich der Einfluss bildungsadministrativer Vorgaben und fachwissenschaftlicher Diskurse im Geschichtsschulbuch? Die vorliegende Studie geht dieser Frage anhand einer diachronen Längsschnittuntersuchung zum mittelalterlichen "Lehnswesen" in hessischen Geschichtsschulbüchern zwischen 1945 und 2015 auf den Grund. Nach der Entwicklung eines möglichst repräsentativen Untersuchungskorpus wird auf Basis der verschiedenen Lehrpläne und mediävistischen Grundlagen ein Fragenkatalog für die anschließende Schulbuchanalyse entwickelt auf dessen Basis Veränderungen in den Schulbuchdarstellungen offengelegt und exemplarisch konkretisiert werden. Abschließend setzt die Studie die verschiedenen Einflussfaktoren bei der Erstellung neuer und der Überarbeitung alter Geschichtsschulbücher miteinander in Bezug und bewertet diese hinsichtlich ihrer Bedeutung für Veränderungen in Schulbüchern.
Measuring information processing in neural data: The application of transfer entropy in neuroscience

It is a common notion in neuroscience research that the brain and neural systems in general "perform computations" to generate their complex, everyday behavior (Schnitzer, 2002). Understanding these computations is thus an important step in understanding neural systems as a whole (Carandini, 2012;Clark, 2013; Schnitzer, 2002; de-Wit, 2016). It has been proposed that one way to analyze these computations is by quantifying basic information processing operations necessary for computation, namely the transfer, storage, and modification of information (Langton, 1990; Mitchell, 2011; Mitchell, 1993;Wibral, 2015). A framework for the analysis of these operations has been emerging (Lizier2010thesis), using measures from information theory (Shannon, 1948) to analyze computation in arbitrary information processing systems (e.g., Lizier, 2012b). Of these measures transfer entropy (TE) (Schreiber2000), a measure of information transfer, is the most widely used in neuroscience today (e.g., Vicente, 2011; Wibral, 2011; Gourevitch, 2007; Vakorin, 2010; Besserve, 2010; Lizier, 2011; Richter, 2016; Huang, 2015; Rivolta, 2015; Roux, 2013). Yet, despite this popularity, open theoretical and practical problems in the application of TE remain (e.g., Vicente, 2011; Wibral, 2014a). The present work addresses some of the most prominent of these methodological problems in three studies.
The first study presents an efficient implementation for the estimation of TE from non-stationary data. The statistical properties of non-stationary data are not invariant over time such that TE can not be easily estimated from these observations. Instead, necessary observations can be collected over an ensemble of data, i.e., observations of physical or temporal replications of the same process (Gomez-Herrero, 2010). The latter approach is computationally more demanding than the estimation from observations over time. The present study demonstrates how to handles this increased computational demand by presenting a highly-parallel implementation of the estimator using graphics processing units.
The second study addresses the problem of estimating bivariate TE from multivariate data. Neuroscience research often investigates interactions between more than two (sub-)systems. It is common to analyze these interactions by iteratively estimating TE between pairs of variables, because a fully multivariate approach to TE-estimation is computationally intractable (Lizier, 2012a; Das, 2008; Welch, 1982). Yet, the estimation of bivariate TE from multivariate data may yield spurious, false-positive results (Lizier, 2012a;Kaminski, 2001; Blinowska, 2004). The present study proposes that such spurious links can be identified by characteristic coupling-motifs and the timings of their information transfer delays in networks of bivariate TE-estimates. The study presents a graph-algorithm that detects these coupling motifs and marks potentially spurious links. The algorithm thus partially corrects for spurious results due to multivariate effects and yields a more conservative approximation of the true network of multivariate information transfer.
The third study investigates the TE between pre-frontal and primary visual cortical areas of two ferrets under different levels of anesthesia. Additionally, the study investigates local information processing in source and target of the TE by estimating information storage (Lizier, 2012) and signal entropy. Results of this study indicate an alternative explanation for the commonly observed reduction in TE under anesthesia (Imas, 2005; Ku, 2011; Lee, 2013; Jordan, 2013; Untergehrer, 2014), which is often explained by changes in the underlying coupling between areas. Instead, the present study proposes that reduced TE may be due to a reduction in information generation measured by signal entropy in the source of TE. The study thus demonstrates how interpreting changes in TE as evidence for changes in causal coupling may lead to erroneous conclusions. The study further discusses current bast-practice in the estimation of TE, namely the use of state-of-the-art estimators over approximative methods and the use of optimization procedures for estimation parameters over the use of ad-hoc choices. It is demonstrated how not following this best-practice may lead to over- or under-estimation of TE or failure to detect TE altogether.
In summary, the present work proposes an implementation for the efficient estimation of TE from non-stationary data, it presents a correction for spurious effects in bivariate TE-estimation from multivariate data, and it presents current best-practice in the estimation and interpretation of TE. Taken together, the work presents solutions to some of the most pressing problems of the estimation of TE in neuroscience, improving the robust estimation of TE as a measure of information transfer in neural systems.
Optimal trend inflation

We present a sticky-price model incorporating heterogeneous Firms and systematic firm-level productivity trends. Aggregating the model in closed form, we show that it delivers radically different predictions for the optimal inflation rate than canonical sticky price models featuring homogenous Firms:
(1) the optimal steady-state inflation rate generically differs from zero and,
(2) inflation optimally responds to productivity disturbances.
Using micro data from the US Census Bureau to estimate the inflation-relevant productivity trends at the firm level, we find that the optimal US inflation rate is positive. It was slightly above 2 percent in the year 1986, but continuously declined thereafter, reaching about 1 percent in the year 2013.
HADES experiment at GSI is the only high precision experiment probing nuclear matter in the beam energy range of a few AGeV. Pion, proton and ion beams are used to study rare dielectron and strangeness probes to diagnose properties of strongly interacting matter in this energy regime. Selected results from p + A and A + A collisions are presented and discussed.

Helmut Siekmann erläutert in seinem Beitrag die Einstandspflicht der Bundesrepublik Deutschland für die Deutsche Bundesbank und die Europäische Zentralbank. Dabei kommt er zu dem Schluss, dass weder eine „Haftung der Bundesrepublik Deutschland für Verluste der EZB noch eine Verpflichtung zur Auffüllung von aufgezehrtem Eigenkapital“ besteht.

Ufocandona hannaleeae gen. et sp. nov. (Crustacea, Ostracoda) from an artesian well in Texas, USA

We describe a new genus, Ufocandona gen. nov. with its type species Ufocandona hannaleeae gen. et sp. nov., from an artesian well in San Marcos, Texas, USA. The new genus has diagnostic characteristics that distinguish it from other genera in Candonidae, including the asymmetric shape of the valves, the smooth central area on the external surface of the valves, the hexagonal ornamentations around the marginal ends of the carapace, the dense spines on the marginal edges of the right valve and the dorsal prolongation and tubercles seen from inside the ventral edges of the left valve. Additional differences in the soft body parts of the male and female (e.g., claw-like uropod, shape of hemipenis, long Y aesthetascs, two short or reduced exopods on antenna, reduced numbers of setae and segments on other extremities) distinguish the new genus from others in the family. The discovery of this species from a deep artesian well contributes important information to our understanding of groundwater species diversity in a biologically diverse aquifer where the ostracod fauna has been unstudied.

Daher ist Wacquants Aufsatz nicht nur als eine interessante Diskussion der Frage, ob Bourdieus Werk in der Stadtsoziologie angemessen und korrekt verwendet werde, zu verstehen. Der in dem Text formulierte Appell, Bourdieus Arbeit auch innerhalb der Stadtsoziologie stärker anzuwenden, ist – vor dem Hintergrund zunehmender sozialer Ungleichheit, Armut, Marginalisierung und einem Aufschwung des Rechtspopulismus – eine Forderung nach einer soziologischen Betrachtung dieser Probleme in der Stadt. Was kann nun also das Werk von Pierre Bourdieu zur Analyse der heutigen sozialen Probleme in der Stadt in Deutschland beitragen?

Autophagy in cancer therapy

Autophagy represents a catabolic program involved in the degradation of cellular components via lysosomes. It serves to mitigate cellular stress and to provide metabolic precursors especially upon starvation. Thereby, autophagy can support the survival of cancer cells. In addition, there is now convincing evidence showing that under certain conditions autophagy can also foster cell death. This dual function of autophagy is also relevant upon anticancer treatment, as many chemotherapeutic agents engage autophagy. A better understanding of the molecular mechanisms that are critical for mediating autophagic cell death in cancer cells will be instrumental to selectively interfere with this cellular program in order to increase the cancer cell’s response to cytotoxic drugs. This review illustrates how anticancer drug-induced autophagy is involved in mediating cell death.
We review the recent developments of analytic solutions in transverse magneto-hydrodynamics under Bjorken expansion. It is found that the time dependence of magnetic fields can either increase or reduce the energy density depending on the decay exponent of magnetic fields. Moreover, perturbative solutions under weak magnetic fields with spatial inhomogeneity results in transverse flow, where the directions of flow also depend on the decay exponent of magnetic fields in time.
To understand the policy environment within which refugees establish and operate their enterprises in South Africa's informal sector, this report brings together two streams of policy analysis. The first concerns the changing refugee policies and the erosion of the progressive approach that characterized the immediate post-apartheid period. The second concerns the informal sector policy, which oscillates between tolerance and attempted destruction at national and municipal levels. While there have been longstanding tensions between foreign and South African informal sector operators, an overtly anti-foreign migrant sentiment has increasingly been expressed in official policy and practice. This report describes the strategies being used to turn South Africa into an undesirable destination for refugees, including the setting up of additional procedural, administrative and logistical hurdles; the undercutting of court judgments affirming the right of asylum-seekers and refugees to employment and self-employment; ensuring that protection is always temporary by making it extremely difficult for refugees to progress to permanent residence and eventual citizenship; and restricting opportunities to pursue a livelihood in the informal sector. The authors conclude that the protection of refugee rights is likely to continue to depend on a cohort of non-governmental organizations prioritizing migrant livelihood rights and being willing and able to pursue time-consuming and costly litigation on their behalf.
