Recent evaluations of the fiscal stimulus packages recently enacted in the United States and Europe such as Cogan, Cwik, Taylor and Wieland (2009) and Cwik and Wieland (2009) suggest that the GDP effects will be modest due to crowding-out of private consumption and investment. Corsetti, Meier and Mueller (2009a,b) argue that spending shocks are typically followed by consolidations with substantive spending cuts, which enhance the short-run stimulus effect. This note investigates the implications of this argument for the estimated impact of recent stimulus packages and the case for discretionary fiscal policy.
The paper analyses the linkages from financial developments to public finances. It maps and discusses the transmission channels to fiscal variables. These channels include asset prices, financing conditions, balance sheets of banks, non-banks and central banks and international linkages. The study argues that the fiscal effects via each and all these channels can be very serious in magnitude and can put the sustainability of public finances at risk. However, there is an only limited in-depth analysis of these channels and risks.
Im ersten Kapitel wird dabei die "klassische" Theorie des Fiskalföderalismus diskutiert, die von Problemen des politischen Prozesses weitgehend abstrahiert. Das zweite Kapitel bietet dann einen Überblick der Argumente, die Unzulänglichkeiten des politischen Prozesses als Begründung für Dezentralisierung bzw. Zentralisierung heranziehen. Obwohl die allgemeine Theorie des Fiskalföderalismus einige wichtige Anhaltspunkte für die Zentralisierungsentscheidung beinhaltet, ist es unabdingbar, in Abhängigkeit vom konkreten Politikfeld jeweils eine spezielle Bestandsaufnahme bezüglich der einhergehenden Kosten und Nutzen einer verstärkten Zentralisierung anzustellen. Die vorliegende Studie nimmt sich dabei aus der Fülle der möglichen Politikfelder einige wichtige Teilgebiete heraus. Kapitel 3 diskutiert die möglichen Vorteile einer verstärkten außen- und verteidigungspolitischen Zentralisierung in Europa. Vor dem Hintergrund, dass jedes Land in Europa einen Anreiz hat, sich bei der Durchsetzung gemeinsamer Interessen auf die Partnerländer innerhalb der NATO zu verlassen, lässt eine verstärkte Koordinierung der Europäer auf eine Verringerung des Freifahrerproblems hoffen. Allerdings steht zu befürchten, dass die resultierenden Mehranstrengungen der Europäer zu verminderten Anstrengungen der USA führen. Die Lasten der Verteidigungspolitik könnten sich daher verstärkt von den USA auf Europa verschieben. Je größer Europa durch zusätzliche Beitritte wird, desto eher lohnt es sich allerdings wie Kapitel 3 erläutert eine solche Verschiebung der Lasten in Kauf zu nehmen. Kapitel 4 erörtert die europäischen Finanzausgleichsbeziehungen. In einem ersten Schritt werden die existierenden Finanzbeziehungen innerhalb der EU skizziert. In einem zweiten Schritt werden die Grundlagen und Probleme einer erweiterten regionalen Umverteilung zwischen den Mitgliedstaaten diskutiert. Kapitel 5 argumentiert, dass es in dieser institutionellen Situation nicht verwunderlich ist, wenn die einzelnen Mitgliedsländer eine verstärkte Präferenz für rigide Arbeitsmärkte entwickeln. Weil es rigide Arbeitsmärkte für gebietsfremde Outsider schwerer machen dürften, Zugang zum regionalen Arbeitsmarkt zu erhalten, helfen Arbeitsmarktrigiditäten die Mobilität zu verringern. Umverteilungssysteme zu Gunsten von Geringverdienern, die ansonsten durch die Arbeitskräftemobilität erodieren würden, lassen sich so eher bewahren. Kapitel 6 beschäftigt sich mit der Koordinierung bei der Besteuerung von mobilem Kapital.
US data and new stockholding data from fifteen European countries and China exhibit a common pattern: stockholding shares increase in household income and wealth. Yet, there is a multitude of numbers to match through models. Using a single utility function across households (parsimony), we suggest a strategy for fitting stockholding numbers, while replicating that saving rates increase in wealth, too. The key is introducing subsistence consumption to an Epstein-Zin-Weil utility function, creating endogenous risk-aversion differences across rich and poor. A closed-form solution for the model with insurable labor-income risk serves as calibration guide for numerical simulations with uninsurable labor-income risk.
The publication of the Liikanen Group's final report in October 2012 was surrounded by high expectations regarding the implementation of the reform plans through the proposed measures that reacted to the financial and sovereign debt crises. The recommendations mainly focused on introducing a mild version of banking separation and the creation of the preconditions for bail-in measures. In this article, we present an overview of the regulatory reforms, to which the financial sector has been subject over the past years in accordance with the concepts laid out in the Liikanen Report. It becomes clear from our assessment that more specific steps have yet to be taken before the agenda is accomplished. In particular, bail-in rules must be implemented more consistently. Beyond the question of the required minimum, the authors develop the notion of a maximum amount of liabilities subject to bail-in. The combination of both components leads to a three-layer structure of bank capital: a bail-in tranche, a deposit-insured bailout tranche, and an intermediate run-endangered mezzanine tranche. The size and treatment of the latter must be put to a political debate that weighs the costs and benefits of a further increase in financial stability beyond that achieved through loss-bearing of the bail-in tranche.
This paper investigates retirees’ optimal purchases of fixed and variable longevity income annuities using their defined contribution (DC) plan assets and given their expected Social Security benefits. As an alternative, we also evaluate using plan assets to boost Social Security benefits through delayed claiming. We determine that including deferred income annuities in DC accounts is welfare enhancing for all sex/education groups examined. We also show that providing access to well-designed variable deferred annuities with some equity exposure further enhances retiree wellbeing, compared to having access only to fixed annuities. Nevertheless, for the least educated, delaying claiming Social Security is preferred, whereas the most educated benefit more from using accumulated DC plan assets to purchase deferred annuities.
The authors examine the effectiveness of labor cost reductions as a means to stimulate economic activity and assesses the differences which may occur with the prevailing exchange rate regime. They develop a medium-scale three-region DSGE model and show that the impact of a cut in the employers’ social security contributions rate does not vary significantly under different exchange rate regimes. They find that both the interest rate and the exchange rate channel matters. Furthermore, the measure appears to be effective even if it comes along with a consumption tax increase to preserve long-term fiscal sustainability.
Finally, they assess whether obtained theoretical results hold up empirically by applying the local projection method. Regression results suggest that changes in employers’ social security contributions rates have statistically significant real effects – a one percentage point reduction leads to an average cumulative rise in output of around 1.3 percent in the medium term. Moreover, the outcome does not differ significantly across the different exchange rate regimes.

Dieser Beitrag nimmt aus theoretischer und ökonometrischer Sicht zu der Kontroverse über die Bedeutung der qualifikatorischen Lohnstruktur zur Erklärung der Beschäftigungsstruktur Stellung. Basierend auf einer Einteilung in drei Qualifikationsgruppen zeigt sich empirisch, daß die Entlohnung der mittleren Gruppe relativ zur unteren und oberen weniger stark ansteigt, während ein kontinuierlicher Trend zur Höherqualifikation der Beschäftigten besteht. Es werden eine Translog-Kostenfunktion und Anteilsgleichungen ökonometrisch geschätzt, um den Einfluß der Lohnstruktur auf die Beschäftigungsstruktur zu erfassen. Bei allen Vorbehalten aufgrund verschiedener Probleme der Schätzungen implizieren die Ergebnisse einen signifikanten Einfluß der qualifikatorischen Struktur der mittleren Löhne auf die Beschäftigungsstruktur wie auch eine die relative Beschäftigung steigernde Wirkung einer erhöhten Lohndispersion innerhalb der Qualifikationsgruppen. Damit besteht die Möglichkeit, daß mit einer größeren Lohnspreizung die Lastverteilung der Arbeitslosigkeit bei gegebenem Output, Kapitaleinsatz und technischem Fortschritt in Form einer Erhöhung der Beschäftigung von gering qualifizierten Arbeitnehmern angeglichen werden kann.
In this paper, I analyse the reciprocal social influence on investment decisions within an international group of roughly 2,000 mutual fund managers who invested in companies in the DAX30. Using a robust estimation procedure, I provide empirical evidence that the average fund manager puts 0.69% more portfolio weight on a particular stock, if his peers on average assign a weight to the corresponding position which is 1% higher compared to other stocks in the portfolio. The dynamics of this influence on the choice of portfolio weights suggest that fund managers adjust their behaviour according to the prevailing market situation and are more strongly influenced by others in times of an economic downturn. Analysing the working locations of the fund managers, I conclude that more than 90% of the magnitude of influence stems from the social learning. While this form of influence varies much over time, the magnitude of influence resulting from the exchange of opinion is more or less constant.

This paper traces the location of foreign banks in Germany from 1949 to 2006. As suggested by new economic geography models we find a ‘u’-shaped concentration of foreign banks in Germany. Only after a competition between several cities, Frankfurt has emerged as the pre-eminent financial centre, triggered by the ‘historical event’ of setting up the German central bank in Frankfurt. After a strong increase, Frankfurt’s share in the location of foreign banks in Germany decreases slowly but significantly since the mid 1980’s. We conclude that there will be a lesser role in Europe for secondtier financial centres in the future.
In the upcoming years, the internet of things (IoT)will enrich daily life. The combination of artificial intelligence(AI) and highly interoperable systems will bring context-sensitive multi-domain services to reality. This paper describesa concept for an AI-based smart living platform with open-HAB, a smart home middleware, and Web of Things (WoT) askey components of our approach. The platform concept con-siders different stakeholders, i.e. the housing industry, serviceproviders, and tenants. These activities are part of the Fore-Sight project, an AI-driven, context-sensitive smart living plat-form.
Nach der 2008 startenden Finanzmarktkrise sind Maßnahmen zur Regulierung und Stabilisierung der Finanzmärkte in das Zentrum der politischen und der gesellschaftlichen Aufmerksamkeit gerückt. Insbesondere die hohen fiskalischen Kosten der Staaten zur Stützung ihrer Bankensysteme sowie die volkswirtschaftlichen Kosten infolge des Einbruchs des Wirtschaftswachstums in den Jahren nach der Insolvenz der US Investmentbank Lehman Brothers hatten einen globalen Konsens über die Notwendigkeit neuer Regulierungsmaßnahmen zur Folge. Im Ergebnis wurden das internationale Regulierungswerk Basel III sowie weitere nationale Maßnahmen zur Stabilisierung des Finanzsektors neu konzipiert und in Europa im Wege einer in nationales Recht umzusetzenden Richtlinie (die Capital Require-ments Directive IV - CRD IV) sowie einer Verordnung (die Capital Requirements Regulation CRR, welche unmittelbar geltendes Recht darstellt) eingeführt.
Vor diesem Hintergrund analysiert das vorliegende interdisziplinäre Gutachten die Auswirkungen der Regulierungsmaßnahmen, die zwischen 2008 bis zu Beginn des Jahres 2018 umgesetzt wurden auf dem deutschen Finanzsektor.
It has been forty years since the oil crisis of 1973/74. This crisis has been one of the defining economic events of the 1970s and has shaped how many economists think about oil price shocks. In recent years, a large literature on the economic determinants of oil price fluctuations has emerged. Drawing on this literature, we first provide an overview of the causes of all major oil price fluctuations between 1973 and 2014. We then discuss why oil price fluctuations remain difficult to predict, despite economists’ improved understanding of oil markets. Unexpected oil price fluctuations are commonly referred to as oil price shocks. We document that, in practice, consumers, policymakers, financial market participants and economists may have different oil price expectations, and that, what may be surprising to some, need not be equally surprising to others.
A number of contributions to research on monetary policy have suggested that policy should be asymmetric near the lower bound on nominal interest rates. As inflation and economic activity decline, policy should ease more aggressively than it would in the absence of the lower bound. As activity recovers and inflation picks up, the central bank should act to keep interest rates lower for longer than without the bound. In this note, we investigate to what extent the policy easing implemented by the ECB since summer 2013 mirrors the rate recommendations of a simple policy rule or deviates from it in a way that indicates a “lower for longer” approach to policy near zero interest rates.
n a contribution prepared for the Athens Symposium on “Banking Union, Monetary Policy and Economic Growth”, Otmar Issing describes forward guidance by central banks as the culmination of the idea of guiding expectations by pure communication. In practice, he argues, forward guidance has proved a misguided idea. What is presented as state of the art monetary policy is an example of pretence of knowledge. Forward guidance tries to give the impression of a kind of rule-based monetary policy. De facto, however, it is an overambitious discretionary approach which, to be successful, would need much more (or rather better) information than is currently available. In Issing's view, communication must be clear and honest about the limits of monetary policy in a world of uncertainty.
This paper relates recursive utility in continuous time to its discrete-time origins and provides a rigorous and intuitive alternative to a heuristic approach presented in [Duffie, Epstein 1992], who formally define recursive utility in continuous time via backward stochastic differential equations (stochastic differential utility). Furthermore, we show that the notion of Gâteaux differentiability of certainty equivalents used in their paper has to be replaced by a different concept. Our approach allows us to address the important issue of normalization of aggregators in non-Brownian settings. We show that normalization is always feasible if the certainty equivalent of the aggregator is of expected utility type. Conversely, we prove that in general L´evy frameworks this is essentially also necessary, i.e. aggregators that are not of expected utility type cannot be normalized in general. Besides, for these settings we clarify the relationship of our approach to stochastic differential utility and, finally, establish dynamic programming results. JEL Classifications: D81, D91, C61
We assess the degree of market fragmentation in the euro-area corporate bond market by disentangling the determinants of the risk premium paid on bonds at origination. By looking at over 2,400 bonds we are able to isolate the country-specific effects which are a suitable indicator of the market fragmentation. We find that, after peaking during the sovereign debt crisis, fragmentation shrank in 2013 and receded to pre-crisis levels only in 2014. However, the low level of estimated market fragmentation is coupled with a still high heterogeneity in actual bond yields, challenging the consistency of the new equilibrium.
European households face tremendous obstacles when intending to open a savings account outside their home country. The shortage of deposits has become a major reason for banks’ declining loan supply and ultimately is responsible for a substantial part of the investment weakness and GDP decline in affected European countries.
Policy makers have made important efforts to promote European deposit market integration and to stimulate cross border flows of savings within the European Union. But these efforts will only yield the intended benefits if a number of additional non-tariff trade barriers are removed. Currently, these barriers prevent households in surplus countries to transfer their savings to banks in deficit countries where their deposits are most urgently needed.
We develop an interregional version of the standard textbook input-output model, that is extended with respect to the inclusion of the consumption expenditures and income generation process into the endogenous part of the input-output table. We also introduce a new method for deriving a two-region version of an interregional input-output table from original input-output tables for an overall economy and one of its regions. In an empirical assessment of the economic effects of the Frankfurt Airport, the interregional model is successfully employed. It is shown, that the model is capable of reducing the degree of overestimation of economic effects that results from inappropriate use of national input-output tables in the assessment of regional impact effects.
In diesem Beitrag zur Frage nach dem Ausmaß von Einkommensarmut von Familien stehen zwei Aspekte im Mittelpunkt. – Zum einen ist im Vorfeld von Verteilungsanalysen die Art der Einkommensgewichtung in Mehrpersonenhaushalten zu klären. Nach Abwägung verschiedener Ansätze zur Ableitung einer Äquivalenzskala wurde eine Präferenz für ein institutionell orientiertes Gewichtungsschema, approximiert durch die alte OECD-Skala, begründet. – Zum anderen wurde der Einfluss der Frauenerwerbsbeteiligung auf die Einkommenssituation von Familien mit Kindern empirisch untersucht. Von prekären Einkommensverhältnissen und Einkommensarmut sind vor allem Familien mit geringfügig beschäftigter oder nichterwerbstätiger Partnerin sowie Alleinerziehende – Letztere wiederum bei fehlender Erwerbstätigkeit besonders stark – betroffen, wobei in den neuen Ländern die Situation wesentlich brisanter ist als in den alten Ländern. Bei politischen Maßnahmen sollten Erwerbswünsche der Frauen und Bedürfnisse der Familien berücksichtigt werden. Von daher sind Transfers im Rahmen des Familienleistungsausgleichs und die öffentliche Förderung von Kinderbetreuungseinrichtungen nicht als konkurrierende, sondern eher als komplementäre Konzepte zu diskutieren.
This paper is the outcome of a related broader project, exploring the explanatory power of the Legal Theory of Finance, which proposes a new institution-based analytical framework for the analysis of phenomena of financial markets. One of its most important theoretical assumptions, the legal construction of financial markets, is highlighted by the example of the private creation of money by structured finance products in this paper. Further implications can then be shown referring to pari passu clauses and collective action clauses, which are both exhibit a differential application of these legal rules according to the hierarchical status of the respective market participant, and can therefore endanger sovereign debt restructurings. Legal instruments to avoid this are briefly explored. An example of another key role of the law in crisis that is the task to resolve the tension between market discipline and financial stability is exemplified by the regulation of the OTC derivatives market and proposals of effective loss-sharing among CCPs. Related questions about the significance of legal rules to ensure financial stability are raised in the analysis of minimum capital requirements under Basel III.
Freiburg School of Law and Economics, Freiburg (Lehrstuhl-)Tradition and the Genesis of Norms

The paper analyzes the parallels and differences between the Freiburg School of Law and Economics represented by the works of Eucken (and Röpke) and the Freiburg (Lehrstuhl-)Tradition represented by the works of Hayek and Vanberg. The parallels are illustrated by making use of the constitutional economics concepts Ordnungspolitik (i.e., order of rules/choices over rules) as well as freedom of privileges and discrimination. The differences, which have received surprisingly little attention, include the following aspects: 1. philosophy of science and epistemology, 2. genesis of norms, and 3. political philosophy. The paper tackles these issues in three steps. The second chapter presents Vanberg’s constitutional economics theory with special emphasis on the concepts of citizen sovereignty and normative individualism. The third chapter reviews the ordoliberal concepts of science and the state which are – to a certain degree – elitist and expertocratic, that is, they rely to a considerable degree on intellectual experts (in particular, scientists) being part of the societal elite. The fourth chapter differentiates two kinds of genesis of norms: an evolutionary one and an elitist-expertocratic one allowing for a differentiation between Eucken’s and Röpke’s Ordoliberalism on the on the hand and Vanberg’s Hayekian -- and Buchanan-style constitutional economics approach on the other hand. The paper ends with a summary of the main findings.
We study liquidity provision by competitive high-frequency trading firms (HFTs) in a dynamic trading model with private information. Liquidity providers face adverse selection risk from trading with privately informed investors and from trading with other HFTs that engage in latency arbitrage upon public information. The impact of the two different sources of risk depends on the details of the market design. We determine equilibrium transaction costs in continuous limit order book (CLOB) markets and under frequent batch auctions (FBA). In the absence of informed trading, FBA dominates CLOB just as in Budish et al. (2015). Surprisingly, this result does no longer hold with privately informed investors. We show that FBA allows liquidity providers to charge markups and earn profits – even under risk neutrality and perfect competition. A slight variation of the FBA design removes the inefficiency by allowing traders to submit orders conditional on auction excess demand.
Over the course of the last financial crises, retail investors have been identified to bear a major share of the invoked financial losses. As a consequence, financial market regulators put major effort on retail investor protection, especially following the Great Financial Crisis of 2007-2009. The major legislative initiatives, such as in the Dodd-Frank Act in the United States, seemingly manifest retail investors’ overly fragile role among the variety of professional investors in the financial market by establishing additional protection requirements for retail investors. A vast majority of related international academic literature is supporting those steps. However, considering the most recent developments that occurred in the US financial markets, the dogma of the lamb-like retail investor seems to be crumbling: In 2021, under the synonym “WallStreetBets” retail investors systematically colluded in investment bets which eventually disrupted not only financial markets by distorting stock price formation of single firms but also systematically squeezed sizeable positions of institutional investors. The key question arises, how retail investors have changed, such that they not only became a source of price distortions and market turmoil but also endanger professional institutional investors. In this thesis, I study this changing role and investment behavior of retail investors, taking into account the retail investor’s wellestablished and researched behavioral characteristics to the changing environmental aspects such as regulation and the adaption and usage of technology for information gathering and collaboration. Based on the combination of those different research streams, I am able to deduct the sequential consequences of these developments for financial markets.
Social impact bonds are a special type of bond whose purpose is to provide long term funds to projects with a social impact. Especially in the UK and in the US these bonds are increasingly being used to raise funds to finance government projects. Their return depends on the social improvements achieved. Especially in times of crisis, governments lack funds to prevent the social consequences of recessions. Faia argues that the European Union should develop an equivalent to the British Social Finance Ltd. to finance projects for social improvement.
In der Arbeit wird Fuzzy-Regression als mögliche ökonometrische Analysemethode bei fehlerbehafteten Daten modelliert und erprobt. Dazu ist die interpretatorische Lücke zu schließen, die einerseits zwischen den Datenproblemen in empirischen Datensätzen und ihrer Modellierung als Fuzzy-Daten und andererseits zwischen der Modellierung der Fehlereinflüsse in den Fuzzy-Daten und den Aussagen und Analysen besteht, die auf der Basis einer Fuzzy-Regression über die vorliegenden Daten getroffen werden können. Da bereits eine Vielzahl von Ansätzen zur Fuzzy-Regression entwickelt wurden, wird als das Hauptproblem nicht die Modellierung der Fuzzy-Methoden als solcher gesehen, sondern vielmehr die fehlende Vorstellung über die mögliche Bedeutung der Fuzzy-Modellierungen im konkreten Anwendungsfall. Die Arbeit vollzieht deshalb im Sinne einer Machbarkeitsstudie die verschiedenen Schritte von den Fehlereinflüssen in wirtschaftsbezogenen Datensätzen und deren Modellierung als Fuzzy-Daten bis hin zur explorativen Analyse mit Fuzzy-Regression nach. Dabei werden für jeden der Schritte exemplarische Beispiele ausgewählt, um die Denkweise der Fuzzy-Modellierung auszuarbeiten und die Möglichkeiten und Grenzen der Methoden aufzuzeigen. Die Untersuchungen zeigen, dass vor allem die Fuzzy-Modellierung von Fehlereinflüssen in den Merkmalsdaten und die Beschreibung von gleichförmigen Strukturen in den Fehlereinflüssen durch Fehlerszenarien als Analyseinstrumente geeignet sind, da sie eine Grundlage für eine weitergehende Untersuchung der Fehlereinflüsse bilden. Als Ausblick auf ein Schätzmodell für Fuzzy-Regression bei Fehlern in den Daten werden abschließend einige Ansätze für die Einbettung des Regressionsproblems für Fuzzy-Merkmalsvariablen in die Verteilungsmodelle für Fuzzy-Zufallsvariablen vorgestellt, die auf der Konstruktion der Fehlerszenarien basieren.
At the upcoming G20 meetings the issue what can be done to avoid a repetition of the current deep financial crisis will again be debated. Much attention and criticism will be directed to central banks. That is unavoidable: central banks must never again permit the development of financial imbalances that are large enough to lead to the collapse of major parts of the financial system when they unwind. In the future, policy makers must “lean against the wind” and tighten financial conditions if they perceive that imbalances are forming, even if there is little hard data to rely on. And they must be mindful that the costs of acting too late can dwarf those of acting too early.
In times of crisis, insurance companies may invest into riskier assets to benefit from expected price recoveries. Using daily stock market data for 34 European insurers, I investigate how a stock market contraction, as experienced during the Covid-19 pandemic, affects insurers’ decision on the allocation of their corporate bond portfolio. I find that insurers shift their portfolio holdings pro-cyclically towards lower credit risk assets in the first month of the market contraction. As the crisis progresses, I find evidence for counter-cyclical investment behavior by insurers, which can neither be explained by credit rating downgrades of held bonds nor by hedging with CDS derivatives. The observed counter-cyclical investment behavior of insurers could be beneficial for the financial system in attenuating price declines, but excessive risk-taking by insurance companies over longer periods can also reinforce stress in the system.
In crisis times, insurance companies might feel the pressure to present an investment portfolio performance that is superior to the market, since investment portfolios back the claims of policyholders and serve as a signal for the claims’ safety. I investigate how a stock market crisis as experienced over the course of the Covid-19 pandemic influences insurance firms’ decisions on the allocation of their corporate bond portfolio. I find that insurers shift their portfolio holdings towards lower credit risk assets as financial market conditions tighten. This tendency seems to be restricted by the liquidity risk of high-yield assets, and the credit risk of lower-rated investment grade assets. Both effects lead to an increase in the fraction of less liquid assets during the crash and the recovery.
Monetary theorists have advanced an intriguing notion: we exchange money to make up for a lack of enforcement, when it is difficult to monitor and sanction opportunistic behaviors. We demonstrate that, in fact, monetary equilibrium cannot generally be sustained when monitoring and punishment limitations preclude enforcement — external or not. Simply put, monetary systems cannot operate independently of institutions — formal or informal — designed to monitor behaviors and sanction undesirable ones. This fundamental result is derived by integrating monetary theory with the theory of repeated games, studying monetary equilibrium as the outcome of a matching game with private monitoring.
Gauging risk with higher moments : handrails in measuring and optimising conditional value at risk

The aim of the paper is to study empirically the influence of higher moments of the return distribution on conditional value at risk (CVaR). To be more exact, we attempt to reveal the extent to which the risk given by CVaR can be estimated when relying on the mean, standard deviation, skewness and kurtosis. Furthermore, it is intended to study how this relationship can be utilised in portfolio optimisation. First, based on a database of 600 individual equity returns from 22 emerging world markets, factor models incorporating the first four moments of the return distribution have been constructed at different confidence levels for CVaR, and the contribution of the identified factors in explaining CVaR was determined. Following this the influence of higher moments was examined in portfolio context, i.e. asset allocation decisions were simulated by creating emerging market portfolios from the viewpoint of US investors. This can be regarded as a normal decisionmaking process of a hedge fund focusing on investments into emerging markets. In our analysis we compared and contrasted two approaches with which one can overcome the shortcomings of the variance as a risk measure. First of all, we solved in the presence of conflicting higher moment preferences a multi-objective portfolio optimisation problem for different sets of preferences. In addition, portfolio optimisation was performed in the mean-CVaR framework characterised by using CVaR as a measure of risk. As a part of the analysis, the pair-wise comparison of the different higher moment metrics of the meanvariance and the mean-CVaR efficient portfolios were also made. Throughout the work special attention was given to implied preferences to the different higher moments in optimising CVaR. We also examined the extent to which model risk, namely the risk of wrongly assuming normally-distributed returns can deteriorate our optimal portfolio choice. JEL Classification: G11, G15, C61

The latest appointment to the ECB's Executive Board initiated a political dispute between the European Parliament and the Euro Group on the question of representation of females on the Executive Board and the Governing Council of the ECB. The dispute has raised awareness to the fact that a culture of equality and equal opportunity should be built from the ground up. A long term plan helping talented women to emerge and be prepared to take increasing responsibilities is necessary to make sure that there is a growing pool of qualified female candidates.
We show that financial advisors recommend more costly products to female clients, based on minutes from about 27,000 real-world advisory meetings and client portfolio data. Funds recommended to women have higher expense ratios controlling for risk, and women less often receive rebates on upfront fees for any given fund. We develop a model relating these findings to client stereotyping, and empirically verify an additional prediction: Women (but not men) with higher financial aptitude reject recommendations more frequently. Women state a preference for delegating financial decisions, but appear unaware of associated higher costs. Evidence of stereotyping is stronger for male advisors.
Expectations about economic variables vary systematically across genders. In the domain of inflation, women have persistently higher expectations than men. We argue that traditional gender roles are a significant factor in generating this gender expectations gap as they expose women and men to different economic signals in their daily lives. Using unique data on the participation of men and women in household grocery chores, their resulting exposure to price signals, and their inflation expectations, we document a tight link between the gender expectations gap and the distribution of grocery shopping duties. Because grocery prices are highly volatile, and consumers focus disproportionally on positive price changes, frequent exposure to grocery prices increases perceptions of current inflation and expectations of future inflation. The gender expectations gap is largest in households whose female heads are solely responsible for grocery shopping, whereas no gap arises in households that split grocery chores equally between men and women. Our results indicate that gender differences in inflation expectations arise due to social conditioning rather than through differences in innate abilities, skills, or preferences.
