Otmar Issing argumentiert, dass eine gemeinsame Währung ohne politische Union nur mit dem No-bail-out Prinzip funktionieren kann. Er warnt gleichzeitig davor, die politische Union nur als Mittel zur Krisenbewältigung voranzutreiben.
This Policy White Paper assesses several main elements of ECB’s upcoming review of its monetary policy strategy, announced in January 2020. Four aspects of the review are discussed in detail: i) ECB’s definition of price stability and the arguments for and against inflation targeting; ii) the scope of ECB’s objectives, considering financial stability, employment and the sustainability of the environment; iii) an update of ECB’s economic and monetary analyses to assess the risks to price stability; iv) the ECB’s communication practice. Furthermore, an overview of the ECB’s monetary policy strategy and its last evaluation in 2003 is given.
Historically Central Bank Independence (CBI) was anything but the norm. CBI seems to contradict core principles of democracy. Most economists were also against CBI. After the Great Inflation of the 1970ies many empirical studies demonstrated that there is a strong negative correlation between the degree of CBI and the rate of inflation. In 1990 most major countries had endowed their central bank with the status of independence. Overburdening with elevated expectations and additional competences are threatening the reputation of central banks and undermining the case for CBI.
Long-term effects on the quality of life following cochlear implant treatment in older patients

Purpose: Even in older patients, hearing rehabilitation with a cochlear implant has become an established method for deafened or severely hearing-impaired patients. In addition to the hearing improvement, numerous other effects of CI treatment can be observed in clinical routine. In the literature, there is multiple evidence for a rapid and significant improvement in quality of life with CI treatment. The aim of this study was to evaluate the long-term effects of hearing rehabilitation using CI on the quality of life in older patients (≥ 65 years).
Methods: This prospective cross-sectional study examined 84 patients between the age of 65 and 101 years who received unilateral CI treatment for the first time between one and 10 years ago. The World Health Organization Quality-of-Life Scale-Old (WHOQL-OLD) was used to determine the quality of life. The study cohort was divided into three groups to compare the quality of life over time: group I (1–3 years after CI treatment), group II (4–6 years after CI treatment), and group III (7–10 years after CI treatment). In addition, the data from this study were compared with the results of our previous study (Issing et al. 2020) in which we focused on the first 6 months after CI treatment.
Results: In all three groups, there was a significant improvement in monosyllabic discrimination within 1 year after CI fitting (p > 0.001). No significant differences were found between the three groups. There were no significant differences between the three groups in the WHOQOL-OLD total score (p = 0.487) or any of the other six facets. Moreover, no significant differences were found compared to the study group of our previous study 6 months after CI treatment.
Conclusion: This study demonstrates the long-term stability of the improved quality of life following unilateral CI treatment in patients aged 65 years or older.
This paper offers a description and account of the patterns of 'ex-situ' focus in Dagbani. We show that there are two syntactic strategies for creating 'ex-situ' focus in the language, one involving A’-movement to the left periphery, and the second involving base generation in the left periphery combined with coreference to a resumptive pronoun. Furthermore, we argue that subjects are difficult to move from Spec,TP to Spec,CP in the left-periphery because of 'anti-locality', which creates a tension when trying to focus subjects, which are required to derivationally fill the specifier of both positions. We further show that what looks to be a two-way distinction between the behaviour of subjects and non-subjects in the language is in fact a three-way distinction between subjects that are focussed to a local left-periphery, subjects that are focussed to a non-local left-periphery, and non-subjects. These distinctions arise due to there being two methods for Dagbani to resolve the antilocality problem of subject movement, and so local subjects solve the problem differently to non-local subjects.
