In recent years, reports of elephants causing damage in rural villages by destroying houses and foraging on stored food have been increasing, but little is known about the determinants and magnitude of this damage. In this study, we have examined the extent of property damage by elephants (Loxodonta africana and Elephas maximus), in one African and two Asian study areas over a six‐year period. A total of 1,172 damaged constructions were observed on site, involving detailed damage assessment by trained enumerators and standardized interviews with witnesses. Depending on the study area, between 67.1 and 86.4% of damage events were attributed to single, individual elephants or pairs of males. The majority of properties were damaged in search for food (62.5–76.7% respectively). Property damage caused higher mean losses than crop damage on farmland in all study areas. Results suggest that property damage by elephants has been largely underestimated and needs to form a focus in future human–elephant conflict research. We suggest a need to reduce the attractiveness of villages by storing food in locked and safe places, away from sleeping areas and to foster the development of elephant safe stores, appropriate to the particular cultural background of the target area.
The notion that democracy is a system is ever present in democratic theory. However, what it means to think systemically about democracy (as opposed to what it means for a political system to be democratic) is under-elaborated. This article sets out a meta-level framework for thinking systemically about democracy, built upon seven conceptual building blocks, which we term (1) functions, (2) norms, (3) practices, (4) actors, (5) arenas, (6) levels, and (7) interactions. This enables us to systematically structure the debate on democratic systems, highlighting the commonalities and differences between systems approaches, their omissions, and the key questions that remain to be answered. It also enables us to push the debate forward both by demonstrating how a full consideration of all seven building blocks would address issues with existing approaches and by introducing new conceptual clarifications within those building blocks.
What does it mean to design democratic innovation from a deliberative systems perspective? The demand of the deliberative systems approach that we turn from the single forum towards the broader system has largely been embraced by those interested in designing institutions for citizen participation. Nevertheless, there has been no analysis of the practical implications for democratic innovation. Is it possible to design differentiated but interconnected participatory and deliberative settings? Does this better connect democratic innovations to mass politics? Does it promote greater legitimacy? This article analyses one such attempt to design a systems-oriented democratic innovation: the ambitious NHS Citizen initiative. Our analysis demonstrates, while NHS Citizen pioneered some cutting-edge participatory design, it ultimately failed to resolve (and in some cases exacerbated) well-known obstacles to institutionalisation as well as generating new challenges. To effectively realise democratic renewal and reform, systems-oriented democratic innovation must evolve strategies to meet these challenges.
Participatory policy making is a contested concept that can be understood in multiple ways. So how do those involved with participatory initiatives make sense of contrasting ideas of participation? What purposes and values do they associate with participatory governance? This paper reflects on a Q‐method study with a range of actors, from citizen activists to senior civil servants, involved with participatory initiatives in U.K. social policy. Using principal components analysis, supplemented with data from qualitative interviews, it identifies three shared participation preferences: participation as collective decision making, participation as knowledge transfer, and participation as agonism. These preferences demonstrate significant disagreements between the key informants, particularly concerning the objectives of participation, how much power should be afforded to the public, and what motivates people to participate. Their contrasting normative orientations are used to highlight how participatory governance theory and practice frequently fails to take seriously legitimate diversity in procedural preferences. Moreover, it is argued that, despite the diversity of preferences, there is a lack of imagination about how participation can function when social relations are conflictual.
Auf die als Zürcher Literaturstreit bekannt gewordene philosophisch-ästhetische Heiterkeitsdebatte um Emil Staiger Ende der 1960er Jahre folgte 1982 erneut eine Auseinandersetzung um die Möglichkeiten heiterer Literatur. Den Beginn der neuen Heiterkeitsdebatte in den 1980er Jahren bildet Hans-Jürgen Heises in der Wochenzeitung "Die Zeit" veröffentlichte Klage über die "Übellaunigkeit" der gegenwärtigen Poesie, in der er die "lebenszugewandten und sinnfrohen Verlautbarungen" vermisst. Autoren wie Günter Kunert, Peter Härtling, Karl Krolow, Michael Krüger und Adolf Muschg reagieren kritisch auf diese 'neue' Forderung nach mehr Fröhlichkeit in der Dichtung. In einer rekonstruierenden und kontextualisierenden Untersuchung wird der Frage nachgegangen, ob und inwiefern sich die Argumente der neuen Heiterkeitsdebatte von denen des durch Staigers Forderungen ausgelösten Zürcher Literaturstreits unterscheiden. Damit verbunden ist die These, dass Heiterkeit wieder nur als feuilletonistischer 'Kampfbegriff' verwendet wird, der eine differenzierte Sicht auf Heiterkeit als ästhetische Kategorie letztlich verstellt und die der Debatte eigentlich zugrundeliegende Frage nach dem Verhältnis von Lyrik und Gesellschaft unbeantwortet lässt.
The function of the cerebral cortex essentially depends on the ability to form functional assemblies across different cortical areas serving different functions. Here we investigated how developmental hearing experience affects functional and effective interareal connectivity in the auditory cortex in an animal model with years-long and complete auditory deprivation (deafness) from birth, the congenitally deaf cat (CDC). Using intracortical multielectrode arrays, neuronal activity of adult hearing controls and CDCs was registered in the primary auditory cortex and the secondary posterior auditory field (PAF). Ongoing activity as well as responses to acoustic stimulation (in adult hearing controls) and electric stimulation applied via cochlear implants (in adult hearing controls and CDCs) were analyzed. As functional connectivity measures pairwise phase consistency and Granger causality were used. While the number of coupled sites was nearly identical between controls and CDCs, a reduced coupling strength between the primary and the higher order field was found in CDCs under auditory stimulation. Such stimulus-related decoupling was particularly pronounced in the alpha band and in top–down direction. Ongoing connectivity did not show such a decoupling. These findings suggest that developmental experience is essential for functional interareal interactions during sensory processing. The outcomes demonstrate that corticocortical couplings, particularly top-down connectivity, are compromised following congenital sensory deprivation.
This article problematizes the assumption that national policies have a direct impact on youth participation at the local level and analyses the relationships between local forms of youth participation and local and national policies. Relying on data from a EU project funded under the HORIZON 2020 programme, the article focuses on formally institutionalized settings of youth participation and elaborates local constellations of youth participation in six European cities. These constellations may be referred to as regimes of youth participation as they reflect wider structures of power and knowledge that influence the way in which young people’s practices in public spaces and their claims of being part of society are recognized. However, the analysis reveals that rather deducing it from the model of welfare regimes, such a typology needs to be developed starting from the local level and should consider the ways in which different relationships between local youth policies and national welfare states affect youth participation.
A review has been undertaken of herbarium records, point location and full floristic data to assess the distribution, habitat and conservation status of Macrozamia flexuosa (Zamiaceae), a rare cycad endemic to the Hunter Region of New South Wales. Spatial analysis of all records (n=588) showed that the species is most prevalent on Permian-aged sediments but also occurs on older Carboniferous sediments and younger Triassic Narrabeen and Quaternary substrates. Point records intersect with a wide range of annual average rainfall bands (<700 to 1400 mm/yr), suggesting either that the species is tolerant of a variety of soil moisture gradients, or that current distribution may be representative of a differing climatic environment. Interpolation of database records (n=397) across 175,000 hectares of high-resolution vegetation mapping showed Macrozamia flexuosa to most frequently occur within the Lower Hunter Spotted Gum-Ironbark Forest (41%), followed by Kurri Sands Swamp Woodland (16%), Coastal Foothills Spotted Gum-Ironbark Forest (15%) and Coastal Plains Smooth-barked Apple Woodland (13%). Numerical analysis of full floristic plot data (n=86) largely supported these results, with the addition of Hunter Valley Moist Forest to these four regional communities. A revised assessment of the conservation significance of Macrozamia flexuosa suggests that the existing conservation risk code of 2K be amended to 3RCa (distributional range >100km; rare but not immediately threatened; adequately conserved in at least 14 conservation reserves). An extent of occurrence of 6,319 km2 and an area of occupancy of 696 km2 have been determined for the species, and an estimated population size of between 1,740,000 and 43,500,000 individuals has been calculated. Under IUCN threat criteria, a code of NT (Near Threatened) is here considered appropriate for Macrozamia flexuosa, recognising uncertainties applicable to the assessment of Criteria A and B. It is noted, however, that Macrozamia flexuosa may currently be in slow decline due to as yet unknown limitations in flowering, pollination and/or dispersal mechanisms over a long period of time (many decades), with the longevity of individual specimens confounding any observable trends. A lack of demographic data relevant to these life traits limits comprehensive assessment, and further research to address these data gaps is recommended.
A review and update to the list of significant vascular plant taxa has been made for the c. 500 000 ha Wollemi National Park, approximately 100 km north-west of Sydney, New South Wales. A previous assessment in 2008 revealed the presence of 94 significant taxa, including 15 listed as Endangered and 22 listed as Vulnerable in NSW Threatened Species legislation. New field surveys, coupled with analysis of observation (NSW OEH Bionet Atlas) and specimen collection (Australasian Virtual Herbarium) databases, has added a further 16 significant taxa to the reserve total, elevating it to 110. A revised assessment of the total threatened flora, as listed on the NSW Biodiversity Conservation Act 2016, shows there to be 1 Critically Endangered, 19 Endangered, 26 Vulnerable taxa and 2 Endangered Populations. For Commonwealth listed taxa under the Environment Protection and Biodiversity Conservation Act 1999, there are 1 Critically Endangered, 9 Endangered and 23 Vulnerable taxa. Sixty-one taxa are currently unrepresented within either legislation and may be considered rare, 8 taxa remain scientifically undescribed (one addition in this revision, Pultenaea 'monticola' Mt Irvine), while updated names are provided for two taxa now formally described (Eucalyptus expressa and Prostanthera stenophylla). Following assessment of all newly added taxa against IUCN criteria, one currently unlisted species (Hibbertia coloensis) qualifies as Critically Endangered, while a second (Bertya linearifolia) qualifies as Endangered. Discussion is also provided on six taxa where database records show them to be present within Wollemi, but are here excluded following closer examination.
Hand-pollination increases seed set in the critically endangered orchid Thelymitra kangaloonica

Thelymitra kangaloonica is a listed Critically Endangered sun-orchid (family Orchidaceae) with a highly restricted distribution. In recent years both individual abundance and capsule set rates have been low in this species. The flowers of Thelymitra kangaloonica possess some traits associated with autogamy (self-fertilisation) and others associated with entomophily (insect-pollination), however the pollination mechanisms have not been explicitly tested. This study compared the capsule set rate of flowers cross-pollinated by hand among individuals, against flowers which received no treatment. We found that capsule set rate in hand cross-pollinated flowers was significantly higher than in flowers receiving no treatment (23.1% versus 4.4%). This suggests that Thelymitra kangaloonica relies primarily on entomogamy to achieve seed set. Hand cross-pollination may assist management of the species by increasing the number of seeds in the soil seed bank and potentially assist in increasing the population size. In addition, it facilitates seed collection for seed banking and development of an ex-situ population for future population augmentation or translocation.
